Joint Service Delivery Review 2014

In September, 2012 the County of Perth adopted a Strategic Plan. The first goal identified in the Plan is to “ensure residents are being served by an efficient, cohesive, accessible and comprehensive service delivery model.” In order to meet this goal, the first Action Item identified was to “initiate a County and local Municipalities services delivery review that examines where improvements and efficiencies in governance structure can be realized.”

As a result of this, in January, 2013 the County of Perth retained the services of KPMG to undertake a core services review involving the four lower tier municipal partners (Perth East, North Perth, Perth South and West Perth).

On March 20, 2014 Perth County Council received the “Perth Area Municipalities Joint Services Delivery Review Final Report”.  The following resolution was adopted by County Council at the meeting:

THAT subsequent to the KPMG Joint Services Delivery Review report being presented to the Perth County Lower Tier municipalities, that staff be directed to schedule a special meeting of County Council (with lower tier CAOs invited) to discuss the report recommendations and provide direction to staff;            CARRIED

All of the lower tier municipal partners received the KPMG Final Report in April, 2014 and subsequently County Council held a special meeting on April 30, 2014 to review each recommendation made in the report. The minutes of this meeting are posted HERE.

The following resolution was adopted by County Council at the April 30, 2014 meeting:

THAT County Council recommends the five CAO’s to review the following 9 sharing opportunities:

  1. Administrative Functions
  2. Fire Service Administration
  3. Building Inspection and By-law Enforcement
  4. Drainage Superintendent
  5. Road Maintenance
  6. Landfill Operations
  7. Fleet Maintenance
  8. Policing
  9. Water/Wastewater

AND report back to all five Councils with an implantation plan and time frame for consideration (set priorities) by August 14, 2014;     CARRIED.
