Meetings During the Year
 
County Council normally meets on the first and third Thursday of each month, (with the exception of July and August) at 9:00 a.m. in the Council Chamber, County Court House, 1 Huron Street, Stratford.

Addressing Council
 
How do you register to speak at a Council or Committee meeting?

A “delegation” means a person or group of persons who address Council or a Committee for the purpose of making a presentation.

Any person wishing to appear before Council or a Committee on municipal business shall notify the Clerk in writing no later than noon on the Thursday preceding the meeting. Complete and submit the COUNCIL DELEGATION REQUEST FORM.

The Clerk or Recording Secretary will confirm the appointment date, time and location of the meeting.
Any written materials or information that you would like to circulate to Council in advance of the scheduled appointment must be received by the County Clerk no later than noon on the Thursday prior to the meeting. To facilitate decision making and information sharing, it is advisable to provide Council with written materials in advance of the meeting.

Delegations are limited to a maximum of ten minutes.

Correspondence to Council 

Correspondence addressed to the Warden and/or Perth County Council will be distributed directly to them (via email, fax or mail).

Correspondence will not be included on a Council or Committee Agenda unless the writer specifically requests inclusion on a public agenda or in the opinion of the Clerk the information is suitable for public distribution.

Correspondence must be received by noon on the Thursday prior to the scheduled Committee or Council meeting.

Correspondence includes, but is not limited to, the following: letter, memorandum, report, notice, electronic mail, fax, petition etc.

The Clerk reserves there right to withhold any correspondence from the agenda, any item that may be considered inappropriate or offensive in nature.

Please ensure than any information that may be personal in nature is removed from this written material as it becomes a part of the public Council Agenda Package.

Council receives the Council Agenda Package digitally, therefore the County Clerk requires any written materials be provided digitally (preferably by email).

Procedures of Council 

The County of Perth Procedure By-law governs the proceedings of all Council and Committee meetings. The Procedure By-law sets out rules of order for (not an inclusive list):
 
- the election of Warden,
- calling or cancelling of regular, special and closed session meetings,
- method of providing public notice of meetings,
- decorum and behavior of Council/Committee members and the public during meetings,
- rules for presentations, delegations and petitions to Council and Committees,
- rules of order during the meeting, based on Roberts Rules of Order.

Delivering a Petition to Council
 
Petitions can play in important role in the communication between residents and members of Council. Petitions received by the County of Perth will be presented to Council and listed as Correspondence on a Council agenda.
Petitions should be sent to the attention of the County Clerk by mail or delivered in person to the Perth County Courthouse located at 1 Huron Street, Stratford, ON N5A 5S4. Petitions may also be submitted to the Warden or any member of Council, who will forward it to the County Clerk for presentation to Council.
Petitions are considered public documents. All information contained on a petition will be subject to the scrutiny of County Council and the general public. It is important that you inform anyone who signs the petition of this fact. We recommend that you include a disclosure statement on EVERY page of the petition so that those who sign it are aware of its public availability.
  
Tips:

- Petitions should be addressed to County Council and request a particular action.
- Text of the request should be listed at the top of each page. Pages should be numbered and the total number of pages indicated.
- Petitions should contain original signatures only and petitioners must provide his or her full address.
- Electronic petitions must include petitioners name, address and valid email address.
