Municipal Shared Services Committee (MSSC)

The Municipal Shared Service Committee (MSSC) is a joint Committee comprised of representatives of the Municipal Councils of the County of Perth, the Separated Town of St. Marys and the City of Stratford for the purposes of updating the municipal cost sharing partners on policy matters from the Consolidated Municipal Service Manager (CMSM) or Board of each service and reviewing proposed joint service budgets.

All joint boards and departments (CMSMs), as listed below, that administer joint services that are financially supported by the respective municipal partners, will present, for discussion and information, quarterly reports from each service manager, and will present their budgets annually to the MSSC.  The MSSC will review their budgets and provide comment and recommendations.

The following Boards and Service Manager Departments report to the MSSC for all three said municipalities:

  • Emergency Medical Services (EMS)
  • Perth District Health Unit (PDHU)
  • Provincial Offences Administration Office (POA)
  • Social Services
  • Spruce Lodge Home for the Aged (Spruce Lodge)

 

The following Boards and Service Manager Departments report to the MSSC for the City of Stratford and County of Perth only, with the Town of St. Marys not participating in the discussion or voting on recommendations/resolutions:

  • Stratford Perth Archives (Archives)
  • Stratford Perth Museum (Museum)

County Council representatives include:

  • Warden Jim Aitcheson (West)
  • Walter McKenzie (West Perth)
  • Robert Wilhelm (Perth South)

Joint Accessibility Committee

The County of Perth has a Joint Accessibility Advisory Committee (AAC) made up of people who live across the county. With the guidance of the Accessibility Co-ordinator, the Accessibility Advisory Committee (AAC) advises and assists Municipalities in promoting and facilitating a barrier-free Municipality for citizens of all abilities including persons with disabilities. The AAC promotes accessibility within the community to increase education and awareness. Under the law, the majority of AAC members must be people with a disability.

Some of the activities of the Perth County AAC include:

  • Reviewing site plans and drawings for new or proposed improvements to a property.
  • Reviewing designs for new or proposed improvements to outdoor play spaces, external pathways or recreational trails.
  • Reviewing multi-year accessibility plans and annual status updates.

County Council representatives include:

  • Todd Kasenberg (North Perth)

Land Division (Consent Granting) Committee

The Land Division Committee receives, reviews and makes decisions on:

  • Applications for Consent under Section 53 of The Planning Act, R.S.O. 1990 as amended

  • Applications for change of conditions on an approved Consent application

  • Applications for Validation of Title under Section 57 of The Planning Act, R.S.O. 1990,

as amended submitted to the County of Perth involving lands in all lower tier municipalities being North Perth, Perth East, West Perth and Perth South.

County Council representatives include:

  • Walter McKenzie (West Perth)
  • Rhonda Ehgoetz (Perth East)
  • Matt Duncan (West Perth)
  • Daryl Herlick (Perth East)
