Perth County Strategic Plan

Strategic Plan Cover

Municipalities across the Province regularly update and implement corporate strategic plans. Strategic plans serve to establish the core vision, mission, and values of the municipality. Additionally, the plan establishes clear goals and priorities to guide programs and the work of the staff throughout the term of Council. The Strategic Plan is updated on a cyclical basis to ensure the goals and objectives remain aligned with the changing needs and priorities of the community

Perth County's Strategic Plan was built with community consultation and stakeholder engagement. In particular, the following groups were involved in the development of this plan: the public, businesses and community and stakeholders, Current Council Members, and County management team and staff

Diversity, Equity and Anti-Racism Charter

Perth County is committed to taking steps toward diversity, inclusion and equity. On January 28, 2021, County Council unanimously approved a motion for Perth County to begin the development of a Charter for Diversity, Inclusion and Anti-Racism. Multi-Year Accessibility Plan

This Plan reflects the proposed intentions of the County of Perth and its Member Municipalities over the next five years for meeting the regulations under the AODA and for identifying, removing and preventing barriers for people with disabilities in communities across the County. Annual Status Updates

The Annual Accessibility Update is a full recap of the past year’s accessibility initiatives, achievements, and include future goals for all parties involved. This report is drafted in collaboration with the Lower Tiers and is presented at all Lower Tier Councils in addition to Perth County Council. The County and the Lower-Tier Municipalities are also responsible for filing a bi-annual Accessibility Compliance Report with the Provincial Government. Contact Legislative Services to request a copy.

The Annual Energy Consumption and Greenhouse Gas Emissions Reports provide information on the energy consumption and greenhouse gas (GHG) emissions for County of Perth buildings.

In 2009, Ontario passed the Green Energy and Green Economy Act (GEA). As one of its objectives, the GEA aims to increase energy conservation by introducing measures to help Ontarians manage energy use. The GEA's Regulation 397/11requires all public agencies to prepare and publish annually updated reports on the energy consumption and greenhouse gas (GHG) emissions for County facilities. Click the links below to navigate through each report:

The Perth County Economic Development, Tourism & Transportation Strategy: 2024-2028 & Action Plan was developed to help guide and direct municipal actions that will build capacity, strengthen partnerships, and advance the goals articulated within the County's Strategic Plan. The Perth County Economic Development, Tourism & Transportation Strategy: 2024-2028 & Action Plan is intended to ensure that Perth County remains focused on addressing the economic issues and barriers which the Economic Development, Tourism and Transportation Division is well-positioned to help alleviate or remove.  It also identifies areas where the Division can play a supporting role through advocacy, communications and dispute resolution.

Cycle Tourism Strategy Cover page

Perth County has undertaken a Cycle Tourism Strategy to guide the development of our cycle tourism program and continue to improve our offerings, marketing, and collaborative efforts with community stakeholders and partners. The Cycle Tourism Strategy will help our Economic Development and Tourism staff leverage the growing cycle tourism market and maximize the economic impact on Perth County communities.

The Cycle Tourism Strategy consisted of a number of phases including background research, market analysis, stakeholder engagement (interviews, online community consultation sessions, cycle summit, etc.) and strategy development through a consultant team with expertise in cycle tourism development. 

The Key Directions of the draft Cycle Tourism Strategy were presented by Perth County Economic Development and Tourism and the consulting team from Transportation Options/Ontario By Bike & EPG Canada during a stakeholder and community event on November 14, 2022 at the Stratford Perth Museum.

The Perth County Cycle Tourism Strategy serves as a roadmap for Perth County's Economic Development and Tourism division.

Cover of the Perth County and Municipalities Climate Change Plan

Perth County, North Perth, Perth East, Perth South, West Perth, and Stratford and St. Marys partnered to address the risks and take action on climate change. There is a mutual understanding that each municipal action impacts one another, so it is important to work together to address the greater impacts that climate change will bring. This plan identifies actions and strategies to make progress on increasing adaptability and reducing greenhouse gas emissions within the community.
This is a community plan, therefore it requires teamwork and action from everyone and every sector. Everyone plays a role in supporting the community and creating a healthier environment.

Perth County and Municipalities Climate Change Plan (PDF)

An Official Plan is a strategic planning document that establishes a policy framework to guide physical, social and economic development, the protection of the natural environment and resources, and which determines where and how a community will grow. Within Perth County we have a County Official Plan which guides the long-term vision for growth and development within the County. The County Official Plan includes land use designations and corresponding land use maps (Schedules). Cover of the Community Engagement Framework

The Perth County Community Engagement Framework provides an overview of the importance of public engagement in our communities, defines what community engagement means at a variety of levels as well as the roles of staff, Council, and the community in the engagement process. Importantly, this document provides guidelines to aid Perth County in the project planning process to consider the appropriate level of community engagement for projects and initiatives.

Ontario Regulation 25/23 requires all Ontario municipalities to develop an Energy Conservation and Demand Management Plan every 5-years. The Plan summarizes the County's annual energy use and greenhouse gas emissions. It also describes previous, current and future actions that will be taken to conserve or otherwise reduce energy usage and greenhouse gas emissions. The County of Perth with its lower-tier member municipalities North Perth, Perth East, Perth South, and West Perth, and the Town of St Marys, currently operate independent winter maintenance services. The municipalities partnered to seek to identify opportunities and recommend actions to modernize winter maintenance practices. This report presents findings of study to facilitate consultation on current practice, gaps in comparison with industry benchmarks, recommendations on modernization options, and implementation plan with estimated costs and savings.
